Job Description
The Senior Consultant Psychiatry is the most senior doctor (apart from the Department Chair and/or Section Head) who practices in a psychiatry and has oversight responsibility for his team of Consultants and junior doctors and manages other team members. The Senior Consultant Psychiatry is responsible for the care of patients and for all the clinical decisions made by other doctors under his supervision. The Senior Consultant- Psychiatry must be able to contribute on delivering an integrated strategic vision and planning for Clinical, Research, Education and training that improves the quality of patient care. He will oversee and set the direction for the delivery of services. The post holder will lead in the assessment, diagnosis and treatment of persons with substance use disorders or co-occurring substance use and psychiatric disorders. In essence, the Senior Consultant Psychiatry is required to have professional clinical competence, leadership and management skills. The Senior Consultant will lead the development and expansion of the Young Persons Service by active involvement with all internal and external stakeholders in the planning, development, execution and implementation stages.

Clinical Duties:
The Senior Consultant Psychiatry is responsible for organizing, monitoring, and maintaining the clinical services provided within the department in order to achieve the highest possible level of patient care with optimum utilization of the available resources.
Senior consultants are role models of physician leadership and management as well as application of medical expertise in the exemplary care of patients.
- Assumes direct responsibility for the patients under his/her medical attendance in the assigned unit.
- Conducts rounds and undertakes supervision of treatment of the inpatients as well as screening and examination of the outpatients.
- Undertakes supervisory responsibility for the medical staff within the unit and prepares regular reports on the activities of the unit for the department head/chairman.
- Participates in the various committees for the upgrading of services and organization of work within and outside Naufar Center.
- Participates in the planning and implementation of the department development plans and the different work force training programs for the medical, technical and nursing staff.
- Performs all relevant interventions related to his/her field of specialization.
- Participates in scheduling of on-call duties and provides on-call services.
- Participates in the assessment and updating of drug, medical supply and equipment needs.
- Writes, completes and approves medical reports for patients.
- Provides guidance and counsel to other departments when requested.
- Performs other duties as assigned/directed by the chairperson/head of the department and approved by the Medical Director/CMO.
- The specific details about roles and responsibilities related to each specialty can be found in their job plan, which is maintained by the Department.
- Creation and maintenance of Services Operational Manual in compliance with the Naufar model of care.
- Provide MDT leadership and psychiatric services in accordance with Naufar clinical needs.
- Work closely with Naufar multidisciplinary teams to provide a high standard of care, which encompasses clinical assessment, treatment and management of patients across a wide range of clinical areas including mental health conditions while complying with internationally recognized standards.
- Performs all duties assigned to a consultant physician.
Research, Education, Policies, Systems, Processes and Procedures.
- Adheres to policies, guidelines, plans and programs of Naufar Center.
- Participates in the planning and follow up of the medical education and research activities.
- Participates in health education programs through orientation and scientific presentations.
- Identify and propose research questions and assist in conducting clinical research to add to the evidence base of addiction treatment and related areas.
- Assist in educating the broader Naufar staff group to gain a better understanding of addiction and mental health in populations and the role staff play in the providing state of the art clinical care.
- Assist in conducting clinical research, adding to the evidence base of practice in addictions and related areas
- Teach and undertake an agreed program of continuing professional development that includes attending conferences or seminars to increase personal and collective understanding of Psychiatric patients.
- Contribute to the identification of opportunities for the continuous improvement of departmental systems, processes and practices in comparison to recognized standards to improve efficiency.
Job Requirements: QUALIFICATIONS, EXPERIENCE and SKILLS:
Professional/Academic Qualifications:
Post-graduate training in relevant subspecialty of Psychiatry.
Minimum of one from the below list is an essential requirement;
- Arab Board of Health Specializations
- USA – The American Board of Medical Specialties (ABMS)
- Canada – Royal College of Physicians and Surgeons (RCPS-C)
- UK – GMC/CCST Specialist Register
- Germany – Fachartz Specialist Certificate
- Sweden – Swedish Board
- Australia and New Zealand – Fellowship from the Royal Australia and New Zealand Colleges
Specialist registration from other countries will be considered after an equivalence review
Primary/QCHP License:
- Valid license to practice in country of origin or country of practice. Must satisfy revalidation criteria.
- Eligible for Psychiatry license from the Licensing authority in the State of Qatar to practice Healthcare Profession.
- Up-to date CPD in relevant areas.
Essential Experience:
- Senior Consultants with western qualifications should have held a Senior Consultant post for at least 1 year, or a period of 6 years consultant experience is required.
- He/she must be practicing within the same specialty.
- He/she must have formal training and/or experience in treatment of substance use disorder.
- Other specialist experience e.g. commissioning, accreditation, practice guideline development.
Knowledge/Skills/Abilities:
- Expert knowledge of Psychiatry including clinical expertise applied in legal contexts, assessment and treatment of seriously mentally ill persons and persons with co-occurring mental health and substance use disorders.
- Expert knowledge of child and adolescent psychiatry and mental health in addition to specialist knowledge in general adult psychiatry.
- Expert knowledge of pharmacological and psychotherapeutic strategies for the treatment of mental, emotional or behavioral disorders..
- Ability to lead the MDT in the delivery of clinical care in line the Naufar Model of Care.
- Comprehensive knowledge of evidence based psychosocial interventions for treatment of substance use disorder.
- Possess expertise in understanding internationally accepted models of addiction, and predisposition, causation, epidemiology, treatment and models of recovery from substance use disorders.
- Demonstrable psychotherapeutic skills: individual, group, family.
- Ability to act on own initiative within the framework of Naufar.
