Job Description

The Senior Health Informatics Specialist will leverage your expertise in health data management to streamline processes, enhance data quality, and support the integration of health information systems. You will collaborate with healthcare professionals to ensure that data-driven insights contribute to improved patient outcomes and operational efficiencies by configurating, optimizing, and supporting ongoing improvements of the clinical information systems used by physicians, nurses, and allied health professionals.

Responsibilities

The post holder will:

Provide technical assistance to support the implementation of a strategic health management information system to improve informatics and data use within the health sector.

Support the creation of analytical processing system, which will bring together information from aggregate data collection systems.

Adopt a mechanism to annually assess data quality and use.

Provide systems analysis and information system deployment services to all programmatic areas and departments.

Participate in face-to-face meetings and telephonic conference calls and other relationship management responsibilities with project officers and other relevant stakeholders and policy makers.

Collaborate with clinical departments to gather requirements and translate them into system configurations that improve clinical workflows and patient outcomes.

Lead the planning, testing, deployment, and support of new features, modules, and upgrades for clinical systems, ensuring minimal disruption to healthcare delivery.

Configure, maintain, and troubleshoot applications such as HIS, EMR, LIS, RIS, and PACS in collaboration with vendors and internal IT teams.Perform detailed gap analyses and workflow studies to optimize system usability and ensure alignment with best practices in healthcare IT.

Act as the subject matter expert for clinical systems, providing guidance during project planning, implementation, and system lifecycle management.

Monitor system performance, proactively resolve issues, and apply system enhancements or fixes in a timely and structured manner.

Develop and maintain user manuals, training materials, and system documentation to support adoption and knowledge sharing.

Provide second-line support for application-related incidents, resolving escalations and ensuring timely communication with clinical users.

Conduct regular audits and quality checks to ensure data integrity, system security, and compliance with healthcare regulations and accreditation standards.

Participate in the design of system reports and dashboards to support clinical decision-making and regulatory reporting.

Assist in planning and executing change management initiatives related to new system deployments or process changes.

Liaise with application vendors and consultants to resolve issues, coordinate upgrades, and evaluate new product features.

Mentor and train junior analysts or application specialists within the team.

Support integration efforts between clinical systems and other platforms such as ERP, billing, and laboratory systems.

Stay current with healthcare IT trends, digital health innovations, and regional compliance mandates (e.g., DOH, MOHAP, DHA).

Qualifications

Education and Certification

Bachelor’s degree in healthcare informatics, Computer Science, Nursing, Biomedical Engineering, or a related field.

Certifications in clinical applications such as HIS/EMR (e.g., Cerner, Epic, TrakCare) are preferred.

Certification in healthcare IT standards (e.g., HL7, FHIR) is a plus.

ITIL or project management certifications (e.g., PMP) are advantageous.
Knowledge and Skills

Strong knowledge of clinical operations and workflows across inpatient, outpatient, laboratory, and radiology departments including billing and insurance.

Proficiency in configuring and supporting hospital and clinical information systems.

Understanding of healthcare data standards (e.g., HL7, ICD-10, SNOMED CT, FHIR).

Excellent troubleshooting and problem-solving skills related to application functionality and user experience.

Strong documentation, presentation, and communication skills.

Ability to work independently and collaboratively with multi-disciplinary teams in high-pressure healthcare environments.

Familiarity with regulatory standards such as JCI and local healthcare authority guidelines.

Competence in writing SQL queries and understanding relational databases is an advantage.Concepts of programming and scripting (python, C++, TCL etc).

Ability to right and optimise queries.
