Job Description
Provides advanced leadership in laboratory quality systems, accreditation readiness, and Point-of-Care Testing (POCT) governance across all AHD sites. Ensures strict compliance with CAP, ISO 15189, JCI, and UAE regulatory requirements; oversees quality control (QC), proficiency testing (PT), document control, and continuous improvement; and leads the full POCT program, including competency frameworks, device performance, middleware/LIS integration, and governance committee coordination. Acts as a senior resource to the Laboratory Director and contributes to risk reduction, practice standardisation, and operational excellence.
Responsibilities
Quality Management & Accreditation Leadership
- Leads routine QC, QA, and quality improvement (QI) activities across all laboratory sections.
- Ensures full compliance with CAP, ISO 15189, JCI, and UAE regulatory standards through audits, gap assessments, and readiness checks.
- Coordinates the complete proficiency testing (PT) cycle, including enrollment, logistics, performance evaluation, and follow-up actions.
- Reviews and validates QC, calibration, verification, and validation data to ensure analytical accuracy and compliance.
- Supports Section Supervisors with document control, SOP lifecycle management, and controlled document compliance.
- Collects, analyses, and reports quality indicators (KPIs), non-conformities, and improvement trends.
- Investigates complaints, deviations, incidents, and supports root-cause analysis and CAPA implementation.
- Monitors reference laboratory service performance, turnaround times, and quality indicators.
- Oversees quality assurance and service standards within phlebotomy/blood collection areas, including customer satisfaction monitoring.
Point of Care Testing (POCT) Governance
- Leads and oversees the enterprise-wide POCT program across all hospital and clinic locations.
- Develops and maintains POCT policies, SOPs, competency frameworks, and training programs in coordination with Clinical Education.
- Oversees POCT device evaluation, validation, implementation, and ongoing performance monitoring.
- Coordinates POCT user onboarding, competency assessment, re-certification, and audit compliance.
- Maintains the POCT database, ensuring accurate logs, QC documentation, analyser records, and incident reporting.
- Ensures reliable LIS/middleware integration, data accuracy, connectivity functionality, and KPI reporting.
- Advises Nursing, Medical, and operational teams on POCT compliance, performance issues, and quality requirements.
- Prepares POCT KPI dashboards, incident summaries, and performance reports for leadership and committee review.
- Supports POCT Committee governance, contributes expert advice, and leads cross-department quality improvement initiatives.
- Guides leadership on POCT-related costs, device procurement, and resource requirements.
Safety, Risk Management & Compliance
- Oversees laboratory and POCT safety programs, including hazard reporting, safety audits, and training compliance.
- Leads investigations related to safety incidents, POCT errors, and equipment malfunctions.
- Works with Infection Control, Risk Management, Quality, and Patient Safety on compliance and corrective action planning.
- Ensures all laboratory and POCT practices follow UAE regulatory and organisational safety policies.
Operational & Technical Support
- Provides senior technical expertise in QC interpretation, validation principles, and workflow optimisation.
- Supports standardisation of laboratory and POCT processes across multi-site operations.
- Utilises digital tools (LIS, middleware, dashboards) for reporting, trending, and quality oversight.
- Assists with new service setup, laboratory expansion projects, and quality system enhancements.
Qualifications
- Bachelor’s Degree in Medical Laboratory or related field
- Current/Valid Dubai Health Authority (DHA) License
PROFESSIONAL EXPERIENCE:
- Minimum of five (5) years of laboratory experience, including at least two (2) years in a senior, quality, or POCT-governance role.
- Knowledge of laboratory quality systems, QC/QA methodologies, PT programs, and validation principles.
- Knowledge of CAP, ISO 15189, JCI, and UAE regulatory requirements for laboratory and POCT operations.
- Knowledge of core laboratory workflows, analytical processes, and quality documentation standards.
- Knowledge of POCT governance, device lifecycle management, competency standards, and digital connectivity (LIS/middleware).
- Knowledge of laboratory safety, risk management, and incident investigation methodologies.
- Skills in conducting audits, gap assessments, KPI analysis, and accreditation readiness activities.
- Skills in POCT training, competency assessment, and cross-functional stakeholder engagement.
- Skills in analysing QC trends, interpreting validation data, and identifying improvement opportunities.
- Skills in LIS/middleware utilisation, digital dashboards, and quality data reporting.
- Strong communication, coaching, documentation, and presentation skills for clinical and non-clinical teams.
- Strong organisational and project coordination skills across multi-site laboratory and POCT environments.
- Ability to lead quality and POCT initiatives with minimal supervision and high accuracy.
- Ability to manage multiple priorities, maintain compliance under pressure, and meet strict deadlines.
- Ability to influence cross-department teams, build consensus, and support a culture of safety and quality.
- Ability to analyse complex data, identify trends, and recommend evidence-based improvements.
- Ability to uphold confidentiality, professionalism, and service excellence in accordance with hospital standards.
